Vocational Rehabilitation in Canada: Clientele, Services
and Funding Model

The provision of vocational services in Canada is delivered through
two sectors, the public sector and private sector. The sector
that provides an individual with a personal income will provide
vocational supports and services to the individual. Services in
the public sector have a habilitation focus due to the clienteles
need for education, training and workplace skill acquisition.
Services in the private sector have a rehabilitation focus due
to the return to work hierarchy that guides service delivery.
Funding mechanisms used in the public sector for the provision of vocational services is contract funding and in limited situations, individualized funding. In the private sector, individualized costing is used for the provision of vocational rehabilitation services. These funding mechanisms reflect the beliefs and perceptions that the sector has regarding individuals with disabilities. Funding mechanisms also have implications and consequences for the funder and service provider.
